William M. (Bill) Elvey, P.E.
University of Texas at Dallas
William M. (Bill) Elvey, P.E. has over 34 years of experience in the area of Facilities Management including the last 14 years in higher education.
Bill is also a Past-President of APPA – Leadership in Educational Facilities – www.appa.org. Bill recently participated as APPA’s representative on National Campus Safety and Security (NCSS) Project. His involvement with this project over a two year period constituted completion of a research project for APPA’s Center for Facilities Research (CFaR).
He is a graduate of Rice University and holds a Bachelors and Masters in Environmental Engineering. Bill also has a Masters of Business Administration from George Mason University.
Bill is a registered Professional Engineer in the State of Texas. Bill retired in 1997 after 20 years with the U.S. Navy Civil Engineer Corps. During his career he worked in Public Works, Seabees, Construction Contract Administration, Personnel Management, and Planning, Programming, Budget and Finance.
In September of 1997, after a short stint in the private sector, Bill became the Director of Physical Plant at Virginia Tech in Blacksburg, VA. In 2003, Bill became the Assistant Vice President for Facilities where he was responsible for managing a workforce of over 600 personnel, an operating budget of over $98 million, and facilities management functions including: Physical Plant, Capital Design and Construction ($361 million of authorized projects), Utilities, Contracts and Campus Renovations, and The Office of Transportation for the Blacksburg campus and 14 agricultural research stations located throughout the Commonwealth. At the time Virginia Tech had an enrollment of over 28,000 students in 8 colleges and is comprised of over 370 buildings containing nearly 8.9 million square feet of space on 2,600 acres on the central campus area.
Bill has been the Director for Facilities Management, Engineering, Construction, and Planning at The University of Texas at Dallas since October 2007. The University of Texas at Dallas, located at the convergence of Richardson, Plano and Dallas in the heart of the complex of major multinational technology corporations known as the Telecom Corridor®, enrolls about 17,000 students. The vision of UT Dallas is to be one of the nation’s best public research universities and one of the great universities of the world.
Jamie McPherson
MVM Legal
Jamie McPherson holds a Bachelor of Laws (UQ) and Bachelor of Arts (UQ). Jamie was admitted as a solicitor in 1995.
Jamie specialises in Workers Compensation, Workplace Health and Safety, Common Law and QComp reviews and appeals. He has developed that specialty over his entire legal career, and is now regarded as a leader in that field.
Jamie provides advice across a range of areas, including the following:
- The defence of common law workers compensation cases
- The acceptance or rejection of statutory claims for compensation and the management of those claims
- Workplace Health and Safety compliance
- The defence of Workplace Health and Safety prosecutions
- Appearances at Coronial Inquests
- Employment law advice surrounding the management of injured workers, including unfair dismissals, anti discrimination and harassment
- The defence of public liability claims
- Advice on risk management issues and contracting arrangements.
Dr GEOFF DELL, PhD

Dr Dell is the Managing Director of Protocol Safety Management Pty Ltd. He is a career systems safety, risk management and accident investigation specialist with 30 years relevant experience across most industries. In June 2010 he was appointed an Associate Professor at Central Queensland University responsible for development of their new post graduate accident investigation programs.
A former Safety Manager at Qantas, Australian Airlines and TAA, Dr Dell is also the current part time Head of Safety for the Avalon International Airshow 2011 and is the Safety Compliance Manager for the 2011 Australian Formula 1 Grand Prix Engineering and Infrastructure Project. His other current appointments include: Member of the Australian Standards OB007 (AS4360 Risk Management) Standards Committee; Independent Safety Advisor to the Board of Directors, Cobham Flight Operations Australia, the operators of Australian Customs Dash 8 fleet, Qantas Links Boeing B717 fleet and National Jet Systems BAE146 fly-in fly-out fleet; Member of the Australian Advisory Board of the Washington DC based Flight Safety Foundation; Chairman of the Membership Committee of the Australian Society of Air Safety Investigators. He was a former National President of the Safety Institute of Australia, a post he held for 9 years.
